Here, we’re covering an idle speed issue on a Grand Marquis. This video goes along well with chapter 20 in my book “Idle Speed Controls”, but also specifical Once done, the IAC port (shown below, left) needs to be blocked off with your thumb, then turn the adjustment screw clockwise to open the plates, counterclockwise to close them, until the rpm sits at 800 rpm steady. Remove your thumb from the IAC port and the idle will climb up and then return back down to norm. What then happens is that the engine management software on the ECU detects that the idle speed has dropped and adjusts the idle control valve / throttle flap position accordingly. This then causes the RPM to jump back up again and then settle to a comfortable idle speed. You see the same thing to a lesser extent when turning on other systems uKqfHVs.
